DEFENDER OF THE CONSTITUTION: One of the 25 brave members of the House of Representatives who voted against the effort of the majority to amend the Constitution.

CONGRESS DEBATER: Recognized as one of the best debaters in the House of Representatives with his participation in the charter change, impeachment and budget debates.

PERFECT ATTENDANCE IN CONGRESS: Has maintained 100% perfect attendance in sessions, never absent since he became a Congressman in 1992

CONSISTENT ONE OF MOST OUTSTANDING CONGRESSMEN: Since he became a congressman in 1992, he has been a consistent awardee as One of the Most Outstanding Congressmen of the country from various magazines and organizations including the prestigious Consumers Union of the Philippines where he is already a Hall of Fame awardee.

CITY BUILDER: Holds record of constructing the most number of school buildings and concreted the most number of roads in the history of Paranaque.

HUMBLE BEGINNINGS: Born in small town of Looc, Romblon, parents were both public school teachers, product of public schools and rose to success in academics, government, business, civic organizations and politics.

LANDSLIDE KING OF PARANAQUE: Elected four times as congressman in huge landslide victories never before seen in Paranaque.

FATHER OF PARANAQUE CITYHOOD AND FATHER OF NATIONALIZATION OF PARANAQUE NATIONAL HIGH SCHOOL

AND DR. ARCADIO SANTOS NATIONAL HIGH SCHOOL POSTMASTER GENERAL, 1981-1986, RECEIVED TOYM AWARD FOR HIS ACHIEVEMENTS IN POST OFFICE

GRADUATE OF THE UNITED STATES NAVAL ACADEMY AT ANNAPOLIS, B.S. MATHEMATICS, CONSISTENT SCHOLAR (SUPERINTENDENT'S LIST), 1970

OUTSTANDING ATHLETE: Undefeated brigade boxing champion for four straight years in the United States Naval Academy, the first to achieve that feat in a hundred years of boxing at Annapolis. He was the first to receive the Tony Rubino Boxing award. He is also a graduate of the U.S. Army Airborne School in Fort Benning, Georgia and holder of the U.S. Navy-Marine Corps gold parachutist wings.

MASTER IN BUSINESS ADMINISTRATION, UNIVERSITY OF THE PHILIPPINES, CONSISTENT SCHOLAR, GRADUATED NO. 1

PROFESSOR OF BUSINESS: University of the Philippines MBA Program and Asian Institute of Management

RED CROSS HERO: Received BAYANI GOLD MEDAL for bravery in the face of gunfire when he led Red Cross volunteers in rescuing wounded soldiers during the bloody December 1989 coup attempt.
